The Government of Mongolia with support from the Asian Development Bank (ADB) has developed the “Strengthening Community Resilience to Dzud, and Forest and Steppe Fires Projects” funded by the Japan Fund for Poverty Reduction (JFPR). The project aims to strengthen community resilience to disaster risk by piloting a mechanism to establish community-based disaster risk management (CBDRM) plans and to support its implementation through collective action by local communities. The project is comprised of the three main components: (i) preparation of neighborhood groups’ CBDRM plans; (ii) small-scale infrastructure, equipment and technology for disaster risk resilience; and (iii) strengthening CBDRM capacity of NEMA and local emergency management agencies/departments (LEMA), and project soum administrations (12 soums of Gobi-Altai, Khuvsgul, Dornod and Sukhbaatar aimags).
Thus, under the project, the National Emergency Management Agency (NEMA) is seeking to recruit qualified person for the following position of the Project Implementation Unit (PIU).
Position3: Procurement Officer – National (20 person-months)
Objectives of the assignment are to be responsible for overseeing procurement to support successful implementation of the PIU activities, ensure correct procedures for the Government of Mongolia and ADB are followed, monitor and review procurement plans and procedures, and ensure transparency and accountability through accurate monitoring and reporting.
The scope of work: (i) managing the procurement duties of the project based on the Government of Mongolia and ADB regulations; (ii) preparing and standardize procurement related documents, (iii) implementing, managing, and monitoring the Project’s procurement.
Minimum Qualification Requirements:
- A bachelor degree in accounting, finance or business administration
- preferably 5 – 10 years of experience as a national procurement officer in development projects
- past experience in procurement in ADB projects
- knowledge and experience with procurement systems of the Government of Mongolia
- knowledge of rules, regulations, and practices of procurement and contracting
- a good command of English
The consultants will be selected in accordance with the relevant regulation of the Government of Mongolia and the Asian Development Bank.
