The Strengthening Community Resilience to Dzud, and Forest and Steppe Fires Project

The Government of Mongolia received a grant from the Asian Development Bank (ADB) for the “Strengthening Community Resilience to Dzud, and Forest and Steppe Fires Project”, which is funded by the Japan Fund for Poverty Reduction (JFPR) with amount of $3 million. The project will be implemented between 2016 and 2019. The project aims to strengthen community resilience to disaster risk by piloting a mechanism to establish a community-based disaster risk management (CBDRM) plan and to support its implementation through collective actions by local communities. The project has three components namely, (i) preparation of neighborhood groups’ CBDRM plans; (ii) small-scale infrastructure, equipment and technology for disaster risk resilience; and (iii) strengthening CBDRM capacity of the National Emergency Management Agency (NEMA) and local emergency management agencies (LEMA), and targeted 12 soum administrations of Gobi-Altai, Khuvsgul, Dornod and Sukhbaatar aimags.
Thus, under the project, the NEMA is seeking to recruit qualified persons for the following positions.
- National Consultant on Disaster Risk Management (DRM) Specialist / Deputy Project Coordinator
Objective of the assignment is to provide professional services on planning, coordination, implementation, and monitoring and evaluation of the project DRM activities with collaboration of an international CBDRM specialist, and technical oversight to bagh neighborhood groups and project soum field officers.
Scope of work: (i) designing and delivering technical DRM aspects and training programs for the project; (ii) providing technical oversight to project soum field officers and bagh neighborhood groups; (iii) coordinating and ensuring development and implementation of quality bagh neighborhood group DRM action plans, (iv) contributing to development of knowledge products and dissemination of project activities and results, and (v) being as a Deputy Project Coordinator to be responsible for assisting to the Project Coordinator in planning, coordinating, implementing, controlling, and reporting project activities. The position will report to the Project Coordinator.
Timing and location: Duration of the assignment is 33 person-months starting from March 2017. Post location is Ulaanbaatar with frequent field assignments to project sites.
Minimum Qualification Requirements:
- A bachelor degree in social or environmental sciences, or other relevant discipline to disaster risk management.
- At least 5 years of experience working with communities and/or on development projects in a rural environment. Must have past experience in DRM.
- Preferably have some experience working with an international organization, like ADB, World Bank, United Nations or others.
- Must be a good command of English (spoken and written).
- National Consultant on Social and Gender Specialist
Objective of the assignment is to provide technical support on review, planning, coordinating, monitoring and evaluating project activities in respect to social, poverty and gender arenas and their due diligence.
Scope of work: (i) leading the analysis of social issues and impacts relevant to the DRM project; (ii) support the international CBDRM specialist and national DRM specialist to help develop the bagh neighbourhood plans, including participation in consultations; (iii) assist the PIU to implement the GAP and achieve the targets set in those plans; (iv) advise the PIU, NEMA, LEMAs, and soums on social issues and recommend actions, as appropriate; and (v) monitor the project’s performance against the GAP. The position will report to the Project Coordinator.
Timing and location: Duration of the assignment is 8 person-months, intermittent, 3 months in each of 2017 and 2018, and 2 months in 2019, starting from April 2017. Post location is Ulaanbaatar with field assignments to project sites.
Minimum Qualification Requirements:
- A bachelor degree in sociology, social anthropology, or other relevant discipline to social and gender development.
- Preferably have at least 5 years of experience with development projects in a rural environment.
- Experience on ADB or other foreign-funded projects is required.
- Must have a good command of English (spoken and written).
- National Consultant on Monitoring and Evaluation Specialist
Objective of the assignment is to develop monitoring and evaluation (M&E) system of the project, and conduct and report periodical M&E of the project progress against design monitoring framework (DMF) targets.
Scope of work: (i) establishing a monitoring and evaluation system, using the project DMF as a guide, for the DRM project that meets the requirements of the government of Mongolia and ADB; (ii) assisting the PIU to develop a plan and then implement monitoring of the project; (iii) completing a M&E baseline report for the project; (iv) training PIU staff to complete regular monitoring reports, according to the project DMF and approved monitoring plan; and (v) producing a midterm and final M&E report on project progress against DMF targets. The position will report to the Project Coordinator.
Timing and location: Duration of the assignment is 6 person-months, intermittent, 2 months in each of 2017, 2018, and 2019, starting from May 2017. Post location is Ulaanbaatar with field assignments to project sites, when required.
Minimum Qualification Requirements:
- A bachelor degree in business or other relevant discipline to M&E
- At least 5 years of working experience with development projects in a rural environment.
- Experience on ADB or World Bank projects is required.
- Must have a good command of English (spoken and written).
- National Staff on PIU Administrator
Objective of the assignment is to provide administrative support services to PIU.
Scope of work: (i) maintaining and archiving project files and records; (ii) assisting in preparing reports, as required; (iii) arrange external and internal meetings, and workshops; (iii) preparing minutes of external and internal meetings; (iv) making logistic arrangements for project activities; (v) translating documents from Mongolian to English and vice versa as required;
Timing and location: Duration of the assignment is 33 person-months starting from March 2017. Post location is Ulaanbaatar with field assignments to project sites, when required.
Minimum Qualification Requirements:
- A bachelor degree or equivalent in business administration, secretarial or other related fields.
- As minimum 1 year of relevant experience in the public or private sector.
- Proficient in current office software applications.
- Must be very fluent English (spoken and written).

National Consultant on Soum Coordinator
Objective of the assignment is to implement, monitor and report project activities in a project soum collaborating and training neighborhood groups (NG) and bagh governors as following instructions provided by the disaster risk management (DRM) specialist.
Scope of work: (i) participating in relevant project trainings; (ii) implementing project activities in a project soum; (iii) working with bagh governors to organize DRM NGs in each bagh; (iv) training and assisting bagh neighborhood groups (NG) on development and implementation of DRM action plan; (v) assisting the DRM specialist to work with bagh governors and soum governors; (vi) assisting the bagh NGs to update action plans; and (vii) contributing to communications and dissemination activities. The project soum coordinator of Sharga soum of Gobi-Altai aimag will be additionally responsible for Darvi and Altai soums of the aimag for the last year of the project.
The position will report to the National DRM Specialist / Deputy Project coordinator.
Timing and Location:
Duration of the assignment is 33 person-month in each of below soums, starting from April 2017.
- Bulgan, Khulunbuir, Matad, and Tsagaan-Ovoo soums of Dornod aimag;
- Tumentsogt, Sukhbaatar, and Munkhkhaan soums of Sukhbaatar aimag;
- Ulaan-Uul and Tsagaan-Uur soums of Khuvsgul aimag;
- Sharga soum of Gobi-Altai
Duration of the assignment is 18 person-month in each of Darvi and Altai soums of Gobi-Altai aimag, starting from April 2017.
Minimum Qualification Requirements:
- A bachelor degree in business, development, or other relevant discipline to disaster risk management.
- At least 3 years of experience with communities or on development projects in baghs or soums in a rural environment.
- Prior experience in the soum to which he/she is to be assigned.
