The Government of Mongolia received a grant from the Asian Development Bank (ADB) for the “Strengthening Community Resilience to Dzud, and Forest and Steppe Fires Project”, which is funded by the Japan Fund for Poverty Reduction with amount of $3 million. The project will be implemented between 2016 and 2019.
The project aims to strengthen community resilience to disaster risk by piloting a mechanism to establish a community-based disaster risk management (CBDRM) plan and to support its implementation through collective actions by local communities. The project has three components namely, (i) preparation of neighborhood groups’ CBDRM plans; (ii) small-scale infrastructure, equipment and technology for disaster risk resilience; and (iii) strengthening CBDRM capacity of the National Emergency Management Agency (NEMA) and local emergency management agencies (LEMA), and targeted 12 soum administrations of Gobi-Altai, Khuvsgul, Dornod and Sukhbaatar aimags. Thus, under the project, the NEMA is seeking to recruit a qualified national consultant for this position.
Objective of the assignment is to implement, monitor and report project activities in a project soum collaborating and training neighborhood groups (NG) and bagh governors as following instructions provided by the disaster risk management (DRM) specialist.
Scope of work: (i) participating in relevant project trainings; (ii) implementing project activities in a project soum; (iii) working with bagh governors to organize DRM NGs in each bagh; (iv) training and assisting bagh NG on development and implementation of DRM action plan; (v) assisting the DRM specialist to work with bagh governors and soum governors; (vi) assisting the bagh NGs to update action plans; and (vii) contributing to communications and dissemination activities. The position will report to the National DRM Specialist.
Duration and Location: 33 person-month, Khulunbuir soum of Dornod aimag
Minimum Qualification Requirements:
- A bachelor degree in business, development, or other relevant discipline to disaster risk management.
- At least 3 years of experience with communities or on development projects in baghs or soums in a rural environment.
- Prior experience in the soum to which he/she is to be assigned.
Duration of the assignment is 33 person-month in Khulunbuir soums of Dornod aimag, starting from May 2017.
